LIBRARY AND DOCUMENTATION DEPARTMENT DIRECTIVE


PART ONE 15.10.2019

Purpose

Article 1- This directive defines the Library and Documentation Department of Şırnak University and the affiliated unit libraries, determines the conditions for using library services, and is designed to determine the organization, management of libraries and the duties, authorities and working principles of those working in the units.

Base

Article 2- Article 33 of the Decree Law No. 124 on the Administrative Organization of Higher Education Supreme Organizations and Higher Education Institutions.

Scope

Article 3- This directive covers all libraries affiliated with the Library and Documentation Department of Şırnak University.

Definitions

Article 4- The terms used in this directive;

a) University: Şırnak University,

b) Department Head Office: Şırnak University Library and Documentation Department Head Office

c) Branch Directorate: Management unit affiliated to the Presidency

d) Central Library: Şırnak University Central Library

e) Unit Libraries: Faculties, institutes, colleges and vocational schools affiliated to Şırnak University

f) Material: All kinds of information resources that can be used in libraries

g) User: Academic staff, administrative staff and students of Şırnak University and people who are not members of Şırnak University but come to the library and benefit from its services.

h) "Value Appreciation Commission"; It refers to the commission established with the approval of the Rector to evaluate the value of books or other materials lost by readers, considering current market values.

SECTION TWO

Purposes of establishment

Article 5-Libraries are institutions established and provide services to support the education-training and research activities of the university and to meet the necessary needs in this direction.

In order to achieve this purpose, university libraries;

a) Provide all necessary information and documents.

b) Provide services inside and outside the institution to appeal to users at all levels in order to ensure effective use of existing materials.

c) Organize the information and documents provided so that they are quickly and effectively offered to users.

d) Assist in the execution of compulsory internship and application programs for students of the University Information and Document Management Department.

Establishment Method

Organization

Article 6- Library services at the university are carried out by the Central Library and affiliated unit libraries.

The Central Library is established within the University Central Campus, and a “Unit Library” can be established for Faculties, Institutes, Colleges and Vocational Schools affiliated with Şırnak University outside the residential area where the central campus is located.

Separate libraries cannot be established for departments and lower-level units.

PART THREE

Management

Article 7- Library services at the university are organized and carried out by the Department Head, Branch Directorates affiliated to the Department Head and unit library managers within the framework of the provisions of this directive. Libraries established in accordance with Article 5 of this regulation operate under the general supervision and control of the Department Head.

Bodies

Article 8- Library services are carried out by the following bodies.

a) Library and Documentation Department Head,

1. Branch Director,

2. Technical Services Officer,

3. User Services Officer,

b) Unit Libraries Officers,

Duties and Authorities of the Department Head;

Article 9- The main duties and authorities of the Şırnak University Library and Documentation Department Head in addition to general management work are as follows;

a) To establish a sufficient staff, to divide the workload, to perform general training and supervision duties on the staff so that library services can be carried out without interruption,

b) To organize, plan, execute and supervise the necessary library services for the provision of all kinds of information and documents required by education-training and research, and to systematically organize and present the provided information for use.

c) To monitor the developments in the field of Information and Document Management, to work to bring technological innovations to the library, to monitor seminars and conferences on these subjects.

d) To carry out and supervise technical and user services in accordance with the standards.

e) To ensure that the Central Library and Unit Libraries work in coordination and cooperation.

f) To facilitate scientific research with studies such as bibliography, thesis catalog, periodical catalog, etc.

g) To prepare the budget of the Department, to prepare the necessary budget draft for books, periodicals, tools and equipment and similar materials to be provided from domestic and foreign countries every year, considering the requests made through the units in the University, and to submit it to the Rectorate.

h) To prepare a detailed activity report on library services.
